Ma'am (or Sir), my name is [YOUR NAME]. I'm not a lobbyist and I'm not calling about legislation. I'm a citizen filing a national-security field report the Representative needs to see. This is the 3 A.M. Ring-doorbell call — not the routine one. All I need is thirty seconds of the Representative's attention this week.

Why this works: (1) you name yourself immediately · (2) you preemptively rule out being a lobbyist · (3) you signal you understand their call volume · (4) you give them a URL + a specific, small ask (“thirty seconds”) instead of an open-ended demand.

If the secretary sounds skeptical or bored, drop one of these into the conversation. They give the person on the other end an emotional reference point they already carry from their own life — not a stereotype, and not an argument.

• Ask for the staffer's first name and use it once. It converts an anonymous call into a person-to-person conversation.
• Do not argue. If they push back, agree politely and steer to the URL: “I understand — the website answers that in one page.”
• Never say “aliens” in the first ten seconds. Say “national-security field report” or “falsifiable evidence protocol.” Let the site do the heavy lift.
• Ask for a call-back window. “When's a good time this week for me to check back?” That single question converts you from “random caller” to “expected follow-up.”
• Send the follow-up email the same day so there is a written record with the URL in their inbox by end of business.
