Open Letter to Congressman Burchett & Congresswoman Luna

Dear Congressman Burchett and Congresswoman Luna,

Following my call to your offices on September 23, 2026, I am writing publicly so your staff — and the citizens of this nation — can see clearly who is behind this submission and why it merits review.

My name is Benigno "Ben" Kelso. I am a Pacific Northwest citizen-journalist, author of ORIGIN · The Perceiver (2024), and founder of the Perceiver Faith Movement — a civilian disclosure platform documenting UAP, USO, and anomalous activity across the Columbia River watershed and beyond.

The platform you are being asked to review is not a theory site. It is an operational first-citizen archive — bilingual, ADA-compliant, structured for Congressional review, with a custom intelligence layer that logs institutional traffic in real time.

The build did not begin in Oregon. It began on the road. I completed my book in Florida in 2024, continued through Texas, and returned to Oregon and Washington against my own will — by directive of the Spirit of God. • Pulsing crystal technology documented along a continuous north-to-south corridor beginning in Greenland, descending through the Pacific Northwest cluster of Mitchell Point, Home Valley, Stevenson, Beacon Rock, and The Dalles, continuing to the Oregon Coast (undersea volcano summit pulse) and the deep-water Pacific Aquafarian Base westward of Washington and Oregon, and extending south through Mazatlán Bay, the Sea of Cortez, and the Yucatán Peninsula — with additional corridor points under ongoing documentation.
• A photographic phenomenon in which molecular signatures continue to move inside the frame after the shutter closes.
• Residence coordinates of non-human entities in the Oregon and Washington mountain ranges.
• Underground manufacturing stations where fleets of unidentified aerial craft are being assembled.
• Embryonic surface findings (the Nostoc hypothesis) that have exposed an agenda larger than the eggs themselves.

Disclosure asks the government to admit what it already knows. The Alien Agenda asks the citizen to confront what is already happening — whether any government ever admits it or not.
